The Institute for Educational Leadership’s (IEL) mission is to strengthen and bring together diverse leaders and constituencies to improve outcomes for children and youth. In recognition of the need for substantial improvements in workforce preparation systems in this country, IEL established the Center for Workforce Development in 1991. CWD focuses on helping leaders in both the public and private sectors build bridges that connect individuals with both learning institutions and the workplace. The focus is on the ties that link the worker, the school or training institutions, and the workplace together—ties that promote the types of learning organizations needed to increase the overall productivity of the nation’s workforce.

CWD’s operational approach is collaboration with other organizations because no one organization has the capacity to have the full range of knowledge and expertise necessary to address these issues. Building bridges requires networking and knowledge of how different stakeholders and systems interact with one another. CWD is dedicated to helping build those bridges to create a more coherent workforce development system in the United States.

IEL/CWD’s work is built on helping meet the needs of all youth and improving the knowledge, skills and abilities of youth service professionals. IEL/CWD’s recent work has been disability-related and includes the creation and operation of the National Collaborative on Workforce and Disability for Youth (NCWD/Youth); developing and operating the youth-led National Consortium on Leadership and Disability for Youth (NCLD/Youth); and creating and implementing the Ready to Achieve Mentoring Program (RAMP), the Right Turn Career-Focused Transition Initiative, and the D.C. Advocacy Partners program.


The program associate provides ongoing administrative and logistic support for CWD staff and initiatives.

Core Responsibilities

  • Provide direct program support to project director;
  • Help maintain routine communications with project funders, partners and other stakeholders;
  • Review and process for payment all incoming invoices; monitor subcontractor spending and budgeting through the use of Excel spreadsheets;
  •  Help produce a variety of program materials (i.e., conference programs, routine and special correspondence, both real and virtual, quarterly reports, etc.);
  • Assist with planning and organization of conferences, retreats, and meetings;
  • Monitor and help to maintain program/project material on the IEL Web site;
  • Coordinate the dissemination of project/program publications and products, using the IEL family of Web sites as well as direct mailing strategies;
  • Produce a variety of materials in draft including proposals, budgets, newsletters, correspondence, and project reports;
  • Serve on IEL-wide ad hoc committees and planning groups;
  • Perform other duties as assigned.


  • Bachelor’s degree;
  • Strong organizational skills;
  • Documented capacity to work effectively as a team member;
  • Ability to manage multiple tasks simultaneously; 
  • Strong financial management capability,
  • Experience with various software packages: Microsoft Word, Excel, PowerPoint applications; Adobe Acrobat; online bulk email services, such as Constant Contact or Mail Chimp; some experience editing websites with online content management systems, such as Drupal or WordPress preferred;
  • Interest in education and/or public policy, leadership development, workforce development, and/or disability public policy.

Salary Range

$37,000 – $50,000, exempt
